Triwizard Tournement Ages

How old did you have to be to enter the Triwizard Tournement?  Was it 17 or 16?

:o :o :o :o The JKR made a HUGE mistake in GoF.  Okay here is MY theory:

In Harry's 3rd year, Cedric Diggory was in his 5th, as was Fred and George.  But in Harry's 4th year, Cedric, Fred, and George were all in their 6th year.  You're supposed to be 16 in your 6th year.  Therefore Cedric should've only been 16.  BUT he was allowed to enter in the triwizard tournement while the Twins were not.  Interesting, eh?

Uh... it said in the fouth book he was around 17... but that was a mistake, 'coz he couldn't be 17 until after December... yeah... now I'm really confused... Prami found another mistake.  IT also said that (in  the 4th book), after the World Cup thingy, when the death mark and junk happened, that Hermione used her wand (for lumos, all of them did), and they didn't get in trouble, and Hemione wouldn't use her wand since it's illegal.

If you are under age, yes.  Once your outta school, then you can use your wand, elsewhere, you get in trouble by the Ministry (hence the second book, and third.. sorta).
