It used to be when you got a certain amount of posts. But since you've gotten so many and still can't, I don't know how it's done now. Maybe admin disabled it on your account.

It used to be when you got 100 posts you can do it, then Admin changed it to 1000, and when you get 1000 posts you have to PM Admin so he can change your account...
