Title: A Nice Little Clash

Having read Harry Potter and the Chamber of Secrets recently, I discovered this little clash of information. In Harry Potter and the Order of the Phoenix, it's mentioned that prefects cannot dock points. (When Malfoy tries to dock points from Gryffindor because Hermione was cheeky about umbridge), yet in Harry Potter and the Chamber of Secrets, Percy docked points off Gryffindor when he found Harry, Ron and Hermione in Myrtle's bathroom. Is there a clash, or was it because Percy was Head Boy? (Note: I have forgotten whether Percy was head boy at that point of time. Also, when I speak of the titles, I am referring to the books unless otherwise stated.)

 no he wasnt headboy because he dose not become headboy till the thired book.
