(well i dont know if its the same as the U.S but in aussie you have to sit a written test, which gives you your Learners ( L plates) then you do a certain amount of driving to get your P plates when you past the second test then you do another cetain amount of hours to sit another writen test to be allowed on the street, complicated really but t didn't use to be like that only happened in the last cpouple of years i think)
