It isn't james' choice as to if sirius goes back as a ghost or not.

Sirius was rarely there for Harry... he still has the Weasleys

that is true, but that doesn't mean that harry wasn't deeply affected by the loss of his godfather. actually i think it affected him a great deal because he never had a chance to spend much tim with sirius, but it's isnt sirius' fault, or harry's.
